HB 1032: Energy costs savings bill powers way to Senate

A bill aimed at improving energy costs for building projects powered its way through its first legislative chamber.

 

House Commerce and Energy members passed House Bill 1032 on a 12-0 vote on Wednesday (1/20). House members approved the bill the following day.

 

HB 1032 revises certain provisions regarding guaranteed energy savings contracts. During its committee hearing, S.D. Bureau of Administration State Engineer Kristi Honeywell said the bill aligns current state statute with updated industry procedures.

 

In addition, Honeywell noted the updates could assist school districts, as well as other entities, in building projects “even if they don’t have the upfront funding.”

 

“I think this is just good common sense,” Rep. Mark Willadsen said of the bill during its committee hearing. “It would help out with energy conservation.”

 

HB 1032 now moves on to the Senate for approval. ASBSD is monitoring the bill.
