HB 1126: Allows an appointed school board member to countersign school board payments.
House Bill 1126 amended SDCL 13-8-26 and as of July 1, 2014, school boards have the right to designate which school board member or members, in addition to the school board president, have the authority to countersign checks drawn by the business manager.
Currently, checks are to be signed by the school board president, or in the president’s absence, the vice-president.
In the future, the school board needs to designate which board member or members have the authority to countersign checks in the absence of the school board president.
ASBSD has amended sample policy DGA: Authorized Signatures (see below).
The business manager will draw and sign all checks or warrants for the payment of verified vouchers approved for payment by the Board. Every check or warrant will be countersigned by the president or any Board member designated by the Board. The check or warrant will specify the person, firm or corporation to whom paid.
No check or warrant will be drawn by the business manager except for the indebtedness incurred prior to its issue and upon the presentation of an itemized invoice, duly verified. The invoice and verification will be retained by the business manager and placed on file in his office.
