One of the most important steps in ASBSD’s preparation for legislative session each year is Delegate Assembly.

 

ASBSD Delegate Assembly establishes the legislative direction of the Association and with the 2015 legislative session just three months away, it’s time for our member districts to appoint a delegate and review our proposed resolutions and standing positions.

 

 

Below you will find a review of the newest proposed resolution and each change made to a resolution or standing position (those that were not changed are not noted).

 

The only new proposed resolution comes under the B. Local Governance, it is B9. Market-Based Pay Resources.

 

B. 9: Market-based Pay Resources

 

RESOLUTION

ASBSD supports the right of school boards to utilize market-based pay resources – such as a signing bonus, moving expense, college loan payment or other market-based resources – to attract and retain teachers for their school district.

 

RATIONALE

Allowing school boards to offer market-based pay resources provides them a variety of options to attract and retain teachers for their district, which will help provide stability to the teaching staff and ensure students continue to receive a high-quality education.

The proposed resolution would support any legislation that allowed school boards to utilize market-based pay resources to recruit and retain teachers. The market-based pay approach is also part of the Teacher Salary Enhancement Fund proposal introduced by ASBSD, SASD and the South Dakota United School Association.

 

A. 4: Common Core Academic Standards – resolution was amended.

 

Clean up of some the resolution’s language was made because Common Core has been implemented and is firmly in place.

 

The line, “ASBSD supports the requirement of all students to be tested using the Smarter Balance Assessment,” was added in support of the assessment test that accompanies Common Core and would ensure accurate measurement of students’ growth under Common Core.

 

A. 5: Extra and Co-curricular Activities – Free Access Participation – resolution was amended.

 

Adding “extra” to the title and subsequent resolution and rationale includes and clarifies activities that participating students do not receive school credit for in the resolution. Additional language clean-up was used to add clarity to the resolution.

 

B. 1: Students Receiving Public School Exemption – resolution was amended.

 

Adjustments were made to the resolution for clarity.

 

B. 5: Charter Schools – resolution was amended.

 

The statement, “opposes any charter school expansion beyond what is currently authorized in statute, which permits Pilot Charter Schools for American Indian Students,” was added to concur with current state statute that prohibits any charter schools beyond those specified for American Indian students.

 

The changes in the rationale were made to coincide with the change to the resolution.

 

B. 6: Extended School Year – resolution was deleted.

 

The resolution represented a specific proposal approved by the 2013 legislative interim committee charged with studying school funding and was no longer needed when a bill related to the proposal was defeated.

 

B. 7: Pledge of Allegiance – resolution was deleted.

 

The resolution was related to legislation that was passed by the legislature and no longer needed.

 

B. 8: SDHSAA Transparency – resolution was deleted.

 

The resolution was related to legislation that was passed by the legislature and no longer needed.

 

C. 4: Consistent Sparcity Funding – resolution was amended.

 

Language cleanup used to better relate to timeline in which the statute was passed.

 

C. 5: Use of Capital Outlay Funds – resolution was amended.

 

Language cleanup used to reflect legislation passed to extend the capital outlay flexibility provision.

 

C. 7: $4,805 – resolution was deleted.

 

The resolution represented a specific proposal approved by the 2013 legislative interim committee charged with studying school funding and was no longer needed when a bill related to the proposal was defeated and $4,805.

 

C. 8: Capital Outlay Flexibility Reduction – resolution was amended.

 

Language cleanup used for a specific proposal approved by the 2013 legislative interim committee charged with studying school funding and was no longer needed when a bill related to the proposal was defeated.

 

C. 9: Two Three Percent Index Factor – resolution was amended.

 

Change in title, and in resolution and rationale, due to the defeat of legislation that was introduced by the 2013 legislative interim committee charged with studying school funding and ASBSD’s aspiration for school districts to receive a three percent increase to the per-student allocation annually.

 

G. 4: School Nutrition – resolution was amended.

 

Language cleanup used to better relate to timeline in which the Healthy Hunger-Free Kids Act was passed.

Four standing positions were amended.

 

Student Achievement – standing position was amended.

 

Language cleanup and additional line were used to make the standing position more relevant.

 

Health & Wellness – standing position was amended.

 

Line added to clarify who wellness is related to in the district.

 

Local Governance – standing position was amended.

 

The line, “and setting the school calendar that best fits their district,” was added in response to legislation discussed and introduced during the past legislative session that would have removed some of the autonomy a school board has in setting the district’s calendar.

 

School Reorganization – standing position was amended.

 

Added “school board, or” in bullet point to reflect statute language related to a school board’s role in school reorganization.
