Policies of a school district, especially those negotiated with bargaining representatives for the protection of teachers, have the full force and effect of law, and legally bind the school district. Wessington Springs Ed. Assoc. v. Wessington springs Sch. Dist., 467 N.W. 2d 101 (S.D. 1991).

The ASBSD Policy Review Committee updated a multitude of sample policies covering grants, inventories, surplus property, transactions, petty cash and other accounts.
Those amended policies include:
- DD: Federal and State Grants
- Sample policy DD was renamed from Funding Proposals and Applications to Federal and State Grants.
- DID: Inventories
- “Sample policy DID was amended to make the deadline for completion of required inventories consistent with state law. The policy as amended also includes other minor language changes,” ASBSD Director of Policy & Legal Services Gerry Kaufman said.
- DN: Surplus Property
- Sample policy DN was renamed from School Properties Disposal Procedure to Surplus Property;
- “Sample policy DN was amended by adding sections which address the disposal of real estate and also the transfer of surplus property to another political subdivision or nonprofit cooperation,” Kaufman said.
- DGD: Credit Card Use and Electronic Transactions
- “Sample policy DGD was amended to give the Business Manager authority to grant school district employees the use of district credit cards on a case-by-case basis,” Kaufman said.
- DJB: Petty Cash Accounts
- “Sample policy DJB was amended to clearly identify the maximum amount which may be in a school district petty cash account and as amended states that the business manager shall be accountable for the petty cash account,” Kaufman said.
- DJBA: Incidental Accounts
- “The policy as amended states that the business manager shall be accountable for the incidental account and clarifies that a report of incidental account expenditures is to be presented to the school board on a regular basis,” Kaufman said.
