Legislative session’s through one week and the ASBSD Billtracker has accumulated 19-pieces of legislation so far.

Thus far, ASBSD is supporting six bills, opposing three and 10 more are listed as “monitor.” Positions on pieces of legislation are determined by member boards by voting at the Delegate Assembly preceding session.
Here’s a breakdown of a few of the key bills ASBSD is tracking so far, with the blue text being links to additional webpages with more information:
- House Bill 1043: Exempts $100,000 from owner-occupied property tax. ASBSD opposes the bill, which has been assigned to the House Appropriations committee;
- House Bill 1070: Appropriates funding to Black Hills State University to develop K-12 civics & social studies curriculum and professional development. ASBSD opposes the bill, which has been assigned to the House Education committee;
- House Bill 1075: Repeals sales tax on groceries. ASBSD opposes the bill, which has yet to be assigned to a legislative committee;
- House Bill 1079: Appropriates $4 million to DOH for grants to support mental health services for youth and young adults. ASBSD supports the bill, which has been assigned to the House Health and Human Services committee;
- Senate Bill 3: Requires law enforcement to report juvenile offenses to school officials. ASBSD is monitoring the bill, which has been assigned to the Senate Education committee;
- Senate Bill 4: Modifies a court’s authority to commit a habitual juvenile offender to the Department of Corrections. ASBSD supports the bill, which has been assigned to the Senate Judiciary committee;
- Senate Bill 5: Extends the Juvenile Justice Oversight Committee to 2031 and adds two school representatives to the council membership. ASBSD supports the bill, which has been assigned to the Senate Judiciary committee;
- Senate Bill 6: Authorizes community response teams to recommend community-based resources for alleged juvenile delinquents. The bill has already passed the Senate Judiciary committee and the full Senate on its way to the House, where it was assigned to the House Judiciary committee. ASBSD is monitoring the bill;
- Senate Bill 24: Provides the 5 percent increase in state aid and revises the property tax levies for school districts. ASBSD supports the bill, which has been assigned to the Senate Education committee and is scheduled for a hearing on Thursday, January 19, where it will most likely be referred to an Appropriations committee;
- Senate Bill 57: Revises the eligibility of homeschool students for participation in school district activities. ASBSD supports the bill, which has been assigned to the Senate Education committee;
- Senate Bill 59: Appropriates funding for CTE program grants. ASBSD supports the bill, which has been assigned to the Senate Education committee;
- Senate Bill 65: Lowers the compulsory age of school attendance to 16. ASBSD opposes the bill, which has been assigned to the Senate Education committee.
