Two bills started the legislative process by proceeding forward.

 

House Bill 1031, which revises certain provisions regarding school district fiduciary funds, passed the House Education committee and the full House on unanimous votes, recently.

 

S.D. DOE Finance Management Director Cody Stoeser called it a “clean up bill to align some language with governmental accounting standards” language. The bill mainly focuses on amending the use of “agency” with the use of “custodial” for certain funds.

 

“We’re trying to align terminology with the Governmental Account Board’s Standards,” Stoeser told committee members.

 

HB 1031 now moves to the Senate for review and vote. ASBSD is monitoring the bill.

 

The other bill to pass committee was House Bill 1032, which revises BOE authority related to certification rules, on a 12-2 vote.

 

S.D. DOE Certification Officer Carla Leingang said the bill aimed to “allow qualified individuals to re-enter the profession in a timely and cost-efficient manner.”

 

An individual who voluntarily left the profession for a period of time and did not renew their certificate would be eligible to renew through a fee and ensuring they meet the needed renewal credit requirements.

 

“It gets teachers that want to come back the opportunity to,” Rep. Manny Steele said of the bill. “I think it’s an excellent plan.”

 

HB 1032 is awaiting review and vote on the House floor. ASBSD is monitoring the bill.
