The fourth week of legislative session brings the first of three bill submission deadlines and a full week of session that is certain to shake up ASBSD’s Billtracker.

The latest week of the 2022 legislative session, ended as a very busy one for ASBSD Billtracker as nearly 40 bills were added at week’s end, bringing the total pieces of legislation listed to 63 with 57 still going through the legislative process and 6 others either killed or enrolled.
ASBSD Billtracker’s positional breakdown, includes: Six bills set to Support, 20 bills observed as Oppose and 37 bills marked as Monitor. With Billtracker growing, we’ll start taking a look at legislation that’s set to see action in the immediate or has been acted on recently:
Supported Bills
- House Bill 1064: Uses the fall enrollments of 2020 or 2021, depending which is larger, to calculate state aid for 2022-23 school year. Tabled by its sponsor, Rep. Lance Koth during its hearing in the House Education committee;
- Senate Bill 95: Changes the timeline for the Teacher Compensation Review Board to meet from every 3 years to every 2 years. Passed by the Senate Education. Read about the bill’s hearing here;
- New Bills: HB 1119 and HB 1261.
Opposed Bills
- House Bill 1005: Requires a public school to accommodate any student request for a bathroom used exclusively by members of the same sex. Has a hearing in the House State Affairs committee on Monday (1/31);
- House Bill 1039: Provides for the assessment of certain agricultural land as noncropland. Awaiting a fiscal note before being debated on the House floor;
- House Bill 1077: Modifies the oath elected officials take when assuming office. Had a hearing in House Local Government last week (1/25) that resulted in its deferment. Read about the hearing here;
- Senate Bill 46: Changes process of participation in girls’ sports. ASBSD opposes the bill. Passed the House State Affairs committee, but has been delayed on House. Read about its progress, thus far, here;
- Senate Bill 71: Increases the private school scholarship fund total to $3.5 million. Awaits a hearing in the House Education committee on Monday (1/31);
- Senate Bills 104, 105 and 106: the trio of bills affect changes to school building projects (click each’s corresponding link to read about them). They will all have hearings in the Senate Education committee on Tuesday (2/1);
- New Bills: HB 1172, HB 1179, HB 1183, HB 1184, HB 1198, HB 1203, HB 1207, HB 1216, HB 1246, HB 1247, HB 1265, HB 1266, HCR 6008 and SB 139.
Monitored Bills
- House Bill 1080: Extends the average teacher compensation targets until the 2023-24 school year. Passed the House Education committee and the House last week and is on to the Senate. Read about the bill’s discussion here;
- Senate Bill 72: Establishes the crime of hazing and provides a penalty therefor. Received approval by the Senate Judiciary committee and full Senate last week and is on to the House. Read about its hearings in the Senate;
