Cap outlay bond/certificate program passes Senate

A third bill related to capital outlay had its time on the legislative stage this week.   Senators voted 31-1 to pass Senate Bill 191, which revises certain provisions in a program for capital outlay certificates and lease purchase agreements of school districts. Senate State Affairs committee members voted unanimously to pass the bill earlier in the week.

Bond vote adjustment axed

On a day that saw the introduction of one piece of legislation changing capital outlay, another exited.   Senate Bill 183, which would have lowered the percentage of supporting votes needed from 60 to 55 percent in elections on capital outlay certificates and bonds, failed to pass the Senate – dropping a 10-22 vote.
