Property tax study to start assessing matters on Monday

An interim study affecting the monetary side of public education begins on Monday (6/27).

 

Fifteen legislators will participate in the Study Committee on Property Tax Structure and Tax Burden, which will study the existing property tax structure; consider means by which the total property tax burden of South Dakotans could be decreased; and to compare the property taxation methods of similar states by examining those states’ property tax assessment guidelines, their respective definitions of the tax base, and determination of tax rates.

 

Monday’s meeting agenda includes presentations from DOR Property Tax Division Director Wendy Semmler, DOE Director of Finance & Management Cody Stoeser, Fall Rivery County GIS Coordinator Stacey Martin and SD Municipal League Executive Director Yvonne Taylor and also public testimony.

 

The tax interim study follows a session full of debates on reducing taxes in some form, including four specifically rated to property taxes. While few of the proposed tax reduction bills passed as the 2022 session went on, the discussions were vociferous enough to bring everyone to Monday’s meeting.
